Evangelist Prayer/Bless bugs.

Bless isn't having its duration doubled, tested on a level 3 Evangelist path cleric live, and a level 26 cleric evangelist on PGCC. 18 seconds for the level 3, two minutes 36 seconds for the level 26. Aid for both was auto-extended as normal.
Also while testing that, noticed prayer wasn't offering any refunds for evangelist on PGCC. It wasn't even attempting the refresh roll in the PGCC cleric debug information.
