Bait doesn't get consumed

Description of Bug Experienced:
As the title says, fishing bait doesn't get consumed from the fishing rod when you catch something. I'm currently fishing on the deck of a Ship.
EDIT - This bug is also present when fishing at a Fishin' Spot on land.
Steps to reproduce the Bug:
Put bait on rod
Use -ship fishing command
Catch fish
Expected Result:
Bait is consumed.
Actual Result:
Bait is still on rod.
