Aquatic creatures movement speed reduction underwater

Description of Bug Experienced:
Aquatic creatures should not be experiencing movement speed penalties in underwater areas. These apply for non-aquatic creatures, but for this to happen sort of flies in the face of how underwater stuff happens in DnD/the Realms.

Aquatic creatures should instead be unhindered.

Steps to reproduce the Bug:

  • Be a character with Amphibious Character feat.
  • Go into an underwater area.

Expected Result:

  • Being able to breath and move freely in the water.

Actual Result:

  • The same debuff as non-aquatic creatures.

RP only starts at 30 if you're a coward.
