-teleport is counted as used even if cancelled

Description of Bug Experienced:
Using -teleport and cancelling it counts as using it and starts the cooldown.

Steps to reproduce the Bug:
Use -teleport
Cancel it
Use -teleport again
Have cooldown

Expected Result:
Be able to teleport if the teleport isn't used

Actual Result:
Cannot

I've noticed this as well. My experience was when I tried to -teleport from C&P to Surface, unaware that Surface had crashed. I received the usual message involving canceling the process, then tried to -teleport to Guldorand and saw that the countdown had started despite me not actually having teleported anywhere.
