Description of Bug Experienced:
When casting Mass Phantom Wound on someone (and I presume the normal Phantom Wound, sorry didn't test that one), the spell does absolutely nothing on a failed save to the target.
Steps to reproduce the Bug:
- Cast Mass Phantom Wound on a target
- Have target fail save
Expected Result:
They see their HP reduced
Actual Result:
Nothing changes

Tested in PGCC. Also Info for spell ingame does not list it as a wizard spell, but that's less pressing.
