Based on this: Special parry items benefit from the parry ac bonus when dual wielded. The bonus is however halved in that specific case.
Testing with a Damask Main-Gauche and Swordbreaker on PGCC as off-hand dual-wield weapon. 6 AC parry bonus is not halved, but removed entirely.
