Herbalism Drinks wear off on Server change

Description of Bug Experienced:
The specialty bonus from drink (such as +1 regen or +2will etc) wear off if you transition servers.
Steps to reproduce the Bug:
Get a buff from a specialty herbalism drink then teleport to another server.
Expected Result:
Buff remains like how other buffs are maintained when transitioning to other servers.
Actual Result:
Buff disappears when switching servers

Tested recently, still having the same issue, buff doesnt follow you when you change servers like other buffs do(except tavern sleep regen which also has the same issue)
However the buff does return when you go back to the server you gained it on.

Can confirm. Recently made and used a +skills drink on C&P before immediately teleporting to Surface. The effect did not transfer.
