Do the warlocks get any added spell DC?
How usefull are things like confusion and hold monster later on at epic levels? as their normal dc's are not -THAT- high

No.
I won't give out numbers, but monster saves have been tweaked so that some are high and some are low, and these are occasionally supplemented by specific immunities. You're unlikely to find any balanced group of enemies that can all be affected by a single spell, however, you will more than likely find that at least a few can. In other words, you will be valuable to a group, but you'll have to rely heavily on DPS if you want to solo.
If you take Greater Spell Focus and are CHA based, your DCs will be a near rival to those of a Wizard/Sorcerer. Your true advantage is the ability to spam cast while doing stupidly high damage. A pure caster will have better DCs, and a Weave Master has infinite casting, but those will either run out of castings, or get bogged down with cooldowns.
Confusion is useful, even with a moderate DC, because it bypasses immunity to paralysis.

At epic levels, it's really better to look at your blasts as a source of DPS that occasionally procs crowd control effects. Some monsters will remain susceptible to a lot of the stuff you have, some will not, but they'll all take damage.
