Property Auction in Andunor

Hello.

I just found out I'm able to bid on Underdark properties (Saltspar, Shipyard, etc.) on behalf of surface settlements. Is this intentional or an oversight?

It's been noted before that this is not intentional.

RP only starts at 30 if you're a coward.
