What does tracked by effect mean, exactly?

It means that if a level 30 cast upon you the effect caster level is level 30
If a level 5 caster casts an effect on you it's caster level is 5 (plus any modifiers)
Instead of it being the hit dice of the creator (with modifiers) and if they're not available the hit dice of the dispelled. (or highest casting class level if they're a spellcaster)

As I understand it, it will only have an impact upon spells cast upon you by others.
Spells you cast upon yourself should work exactly the same way they did before the update.

My impression before was that if I made a 20bard/10xxx and didnt cast from my spellbook I would be counted as lvl 30 mundane for spell resistance with spells cast from items.
However if the same build cast from their spellbook EVERYTHING became level 20.
Is it now the case that my items will be level 30 mundane for spell resistance but my bard spells are level 20?
As another example, with the new changes if my 27pally/3 bard cast from spellbooks, will items be 30, pally spells 27, bard spells 3. Or is it 27/27/3.
Will a 27fighter/3bard (imagine) cast from spellbook will items be 30, bard spells 3? Or 3/3?
Just trying to figure out when the mundane tag comes in and if I'm better buffing from items on my spellcaster and if my mundanes with a dip spellcaster class still need to avoid casting.

Items remain total hitdice, unless if you casted a spell then they're the highest casting class.

If you cast does the lowered resist DC follow across multiple servers, and will it be fixed on a reset?

So effectively.. 30 Mundane will have higher Dispell Resistance than say, 27/3 caster (Say, 27/3 Wizard/Bard), if they use wand/Scroll? That seems.. A bit strange? o.O
You need the Dark in order to show the Light.

But most people haven't always known. Which is why it should be hit die minus if mundane. I get needing mundane CL for dispel resistance needing to be high for balance, but why 30? Going for a CL of 26-28 would be way more balanced... In a nutshell. It would be the most obnoxious and most unncessary buff to all casters with dispels, and then you'd need to balance the entire server again (and some items! not just classes) from 0, after we've come so far in the past 2 years.
