Loremaster Secret: Exploration (Sail & Climb Bonus)

The Secret of Exploration now provides a +12 to Sail and Climb. It appears to be a soft bonus, meaning it will be subject to the max +50 bonus of prayer, good hope, item bonuses and bard song. Just wanted to ask if it is intended to be a soft bonus, or if that was an oversight and is actually meant to be a hard skill bonus like from SF: Sail and ESF: Sail.
