Is this craftable only by single-class clerics/paladins? Wiki says "1/singular" for class requirement, and it doesn't come up as an option for my multiclass character.

I suspect it means you need one level in either of the two classes.

You can also buy Holy Water from vendors in temples.

Thanks, maybe I will submit a bug report then. I wasn't sure if there was some FOIG or obvious piece I was missing.

I was also hoping gift of holy gifts could be added to this as well

I wouldn't over think it. These are like 30 gold at vendors.
