It's been a year since the suggestion box was closed. Is it going to be opened up again, soon?

Probably not, not at least until some or a fair bit of the approved suggestions are put into effect.
I wouldn't wait for it so much as regard the sun each day and once and a while the eclipse shows up. I'd expect it to be a while, but it's entirely up to Irongron and the Dev crew.

Somebody mentioned either on forums on discord that developers have a huge backlog when it comes to suggestions.

I'm unsure if this information is reliable, but most likely it is not a good idea to wait for the box to open, and a better idea would be to enjoy what's present on the server now.

That backlog is absolutely public and visible for all and is not a rumour at all - viewforum.php?f=51

This is not to add all hidden work like levels, balance changes and new/rebalanced paths/classes
