If I put my language books in a book bag, I realize I will no longer progress in a language, but once I remove it will I progress again or will I need to start over?
so, say I am at 30% for dwarven, if I put my dwarven book in book bag, do I lose my 30%?

I'm like 99.9% certain that your language progress is tied to your character and not the book.

Skibbles is correct, you won't lose any progress for putting it into a book bag (or ditching the book, putting it on a bookshelf etc). I think there /may/ be some decay that occurs where if you don't learn the language for an extended period you lose a few percent, but I can't remember if that was removed.
