It is an IC issue. Even if you're doing a dungeon, 0 people have a claim or stake on any area. Roleplay it out and leave the ooc behind.

Yet higher level PCs hanging out in lower levels areas and antagonizing low level players frequently is frowned upon, even if it could make perfect sense ICly. Yes, roleplay it out, but at a certain point, depending on how things are done it may be worth poking a DM so they can keep an eye on it.
