I recently started a bard and noticed they too get some neat cantrips, same as a paladin I had in storage. So I assumed everyone who can cast spells now gets cantrips, but turns out there are two classes that don't: Hexblades and Rangers.

Is this intentional, or an oversight?

Neither intentional nor oversight because no devs have looked into either class since the cantrip changes and decided on whether they should get cantrips or not. While the suggestion box is still closed, feel free to give feedback in the feedback forums.
