I understand that rogue leathers have been changed from leather to padded armor. However on the PGCC it still appears as a form of leather armor, and I've recently seen suits of it for sale that have the leather armor appearance.
Is this a situation where older suits have been grandfathered into appearing as leather armor and the PGCC still not taking the change? Or am I missing something?

On PGCC are you looking at the shops or using a tailoring station?

Shops. I'm using the -shop command.
Many of the armor/equipment options on the shops are outdated. You'll have to use the PGCC crafting stations to get the up to date versions.
Edit:
For ease of use, the PGCC crafting stations do not:
-Cost crafting points to use
-Do not require a single point of proficiency to start a project
-Do not require you to gather the necessary materials for a craft project.
