Where can I find the information on the changes to Rogues... it has been a long time since I logged in, so of course I am in the starting area. Not knowing when the changes were made, is making it difficult to find what I need to know before I start leveling him back up.

The announcement thread on this forum or the announcement channel on the discord, search "rogue" in either and start scrolling.
Alternatively look at the rogue page on the wiki and read up what it gets currently as the wiki pages will reflect current state.
