I keep wondering if this is true or just a thing in my mind.

Do listen ranks increase the range at which you hear pc whisper dialogue or not?

It does not! It only works as a counter to someone's Move Silently skill.

Otherwise we'd probably have characters who could hear people whispering across a zone xD

i have seen it improve radius of hearing whispers, but it's not a very large improvement. nevertheless it seems noticeable. i could just be going crazy.

I have had a lot of listen on a lot of characters and never noticed this behaviour.

It would be a nice feature of the skill, though as I understand constant distance calculations are problematic for performance.
