Hags curse proficient?

Are green hags getting the synergy bonus?
I'm testing it and it seems like they do but it's a bit confusing, can someone clarify?

From what I've seen so far it does seem that making a green hag caster centered on curses seems now very viable and fun, (if not as powerful as a more destructive build).

Next time I am in game I will take a look, I currently play an Warlock Pact Hag III/ Star Pact III character.
