Hi!
Been a few days I experience this:
Inside Cordor city (and nowhere else), game frequently pauses for 1 second or 2.
Happens with any of my characters.
Outskirts seem to be particularly subject to this, but it can happen a bit everywhere in the city.
Was wondering if others were experiencing that, and if there were any fix known?

went through the same kind of issue a few hours ago on Surface, Brogendenstein.
I start to wonder if it's a new kind of lag?
Weird though since no one answer I suppose it's only on my side? Still can't explain how it does it in certain places and not all (a few minutes later UD was fine). 
I'm not sure what my be causing it, though it is obviously concerning if it affects many players.
The normal question in these situations is to ask if you are using any uncommon workshop overrides? Personally I've had gpu issues when playing in windowed mode.
I hope you get it fixed, and if you do maybe drop the solution here for anyone that might have similar issues in future.

went through the same kind of issue a few hours ago on Surface, Brogendenstein.
Happens to me, though mine is (probably) due to the weather-changing effects being used at this time. It hasn't happened before. It doesn't happen indoors. Outdoors, in areas that are currently enjoying weather alterations and extra effects, I will occasionally get 1-3 second lagspikes. I have a much older system, don't know if people with higher-end systems are experiencing the same.
Can you confirm if it's occurring for you indoors as well?
I get this as well, whenever I am in the cultural district. No overrides.

Anywhere with Weatherstone effects, I can barely play the game or rp. Constant freezes.
I haven't had this happen, and I haven't updated NWN.
Maybe it's to do with the new patch?
Id maybe start by looking into your internal settings as an easier fix.
Buuuut, for me it's pvp. The game locks up. Players appear and disappear even if I have true sight applied and it's not a stealth class. I've kind of learned to adapt to the lag which usually means healing early and being very defensive cause you can't trust your eyes. A character will literally be across an area but I'll still be getting hit.
Anytime I apply haste the amount of time it takes things to load in, is insane. Like if I am in a zone there's invisible barriers everywhere. (Even if there's not many people)
Id describe it as mini time freezes like you are. It just takes more going on to get me to that point.
My computer and internet is decent so like I just assumed this was an engine issue.
