Skal's outdoor bar: tavern area?

With the introduction of the improvements to drinks that provide better benefits if consumed inside a tavern, I'm wondering if Skal's outdoor bar area counts. If not, perhaps a few meters around it could be painted with the specific trigger needed? It'd be a bit weird to make and serve drinks there only to tell people that they have to go inside the Longhouse to get the benefits.
