Memory Rules/Civic Rules interaction?

For rules purposes, if someone is given an eviction declaration (or other declaration that requires in-person contact) and then they immediately murder the character(s) who came to issue that declaration can they still be evicted since the notice was successfully issued in-person or do the memory rules take precedence and require the evictor to attempt to issue the declaration again because they would have no knowledge of having issued it?

The in-character notice of eviction is more of a courtesy rule for the evicted player. Thus, once it's been delivered and the intent of eviction is known, they aren't required to give it again even if they've been murdered and lost memory. Else someone could just repeatedly kill anyone coming to evict them and that'd make the entire system moot.
So, in short, no. The memory rules don't take precedence, and once the eviction notice has been delivered, it's valid.
