Are Outcasts subject to kill-scripts on the surface? How about Surfacers in the Underdark?

I don't think so. I've not seen any and I've had a Surfacer in the UD recently and had my UDer on the surface recently ... nobody was auto hostile to me.

kill scripts are not auto hostile scripts. they are different sets. the kill script was if a UD'er came close to a surface town without a surfacer in his/her party. They would get a warning about legions of archers and mages lining the walls eater to kill them.... and then if they continued and crossed the invisible line they would die.

The gnoll hitting the shops in Guld I cam across a few days ago would suggest that no, the kill scripts are gone.

The kill scripts do still exist.
I do not believe they trigger for gnolls. Nor, do I think, that Guldorand actually has any kill scripts.

Guldorand doesn't has kill scripts, I remember actually killing a drow there once...

The killscripts are localized (usually they are around the front gates). That a person is there, does just mean they found a way around the killscripts. There are various silly ways around some killscripts, but I won't list them here. And I tried most of those I know of course.

Where all can Outcasts become citizens of? Can they pursue citizenship on the surface? Can they run for leadership positions?

Has. Someone tried to have Outcasts go for positions on the Surface, but that would sort of ruin the point of being an -Outcast-, for me at least.
