No. It and ranged weapons are not possible choices.

WF: Unarmed, also does not allow CoT to be taken.

Considering Weapon Focus: Unarmed Strike is a thing, Neverwinter Nights isn't really sure itself what counts as a 'weapon', so it's a totally viable question! And a totally great concept.

Though Monks can get some pretty ace essenced gloves, so that ups the damage quite a bit.

Such essencing requisites an enchanter, and a lot of disappointment before success.

In any case, while it is shameful, a weaponmaster monk -would- require kama use :\

I'm unsure on this, but I don't think +d4 on gloves costs too much, for a beginners weapon. Obviously the hardcore fit-for-Epics gloves require a lot of failing and a good Enchanter.

Tailoring has a pretty neat selection of Monk gloves to compensate, though again, I'm unsure of the DCs!

(Make a Monk Arcana, do it, do ittttt, even if you can't be a Weapon Master, do itttt.)
