Citizenship Storage for Pirates

Please consider adding some kind of citizenship storage to pirates that max. allowed item for storing stuff scales with the pirate rank, thanks.

This is actually a limitation caused by the settlement system, in that the citizenship storage requires there to be an associated settlement, and as I last heard there is no desire to make Sencliff classify as a settlement.
The fix may at first glance look as simple as a "add fake settlement" change, but settlements need to pay upkeep for services like the citizenship bank size and as such will need to have a resource exception and the size cap for storage set manually.
This then needs to be tied into the bank for Pirates and forcefully add people to said settlement registry upon becoming a pirate.
