So full disclaimer, it's possible that some of this is already in game and I just don't know about it. But with the dungeons and dragons movie actually getting decent reviews (its a miracle!) and a red wizard being its core villain, it seems like a good time to expand what already exists in game a little. My suggestion comes with three easy (somewhat) steps-

Step one, create an option for wizards to take the tag of being a red wizard, similar to taking the ink as a pirate on creation. No citizenship anywhere, they are a thayan.

Step two, expand the embassy in guldorand to have a "red wizard" area. Purchasable rooms with 30 storage chests (to make up for no citizenship), and all the goodies one would expect the red wizards to have like a scry protected meeting room, crafting stuff, ect. Adding two player owned stores to the area accessible by all would be peachy too, only ownable by those with the red wizard tag.

Step three, expand on why they are there, what makes them invaluable to the city, and what the diplomatic protections that come with an embassy circa 1372 actually translate to on arelith. Generally this tends to just come down to their merchanting becoming so invaluable to the city the embassy is in that no one in power ever wants them to leave, but if someone has a cool guldorand specific idea that's great. The more flavor, the better.

As to the why besides the movie-

Thayans (at least before the civil war in 1375) are actually amazing for how nwn pws tend to play out. You have the overarching organizational agenda and goals, dictated by the zulkirs, and then you have a bunch of supersmart evil wizards who all tend to think they know better. So, the potential for individualism is far greater than it is in any other similar organization, and having two red wizards out of the same embassy with two totally opposing agendas is likely more common place than not having that. Perfect for a world full of self-proclaimed protagonists.

One last note on the off chance someone reading this loves the idea, you should also address thayan knights and what that means in regard to local slavery laws.
