I forgot to state this in my other suggestion, but the cooldown for my posting is up, so I wanted to add that, given Monk has similar AB to Rogue/Swash/IB/Assassin, they should be added to the list of classes that get Blinding Speed cooldown. I'd argue this makes more sense than Weapon Master actually. It fits into the class fantasy as well - monks are fast. They even have a feat for it. I think they should get the full cooldown bonus.
