Limit mob mage dispels, or CD

We will file suggestions here that did not make the cut. Don't expect detailed responses, but the most common reasons are:
- implementing the suggestion is impractical, or too much work for the gain
- the suggestion is thematically against our design philosophy
- the suggestion is too detailed/low-level
Keep your suggestions broad and focused on RP benefits, please, not detailed suggestions of how to tweak X class.

Noticing casters have seemingly unlimited dispels, at least far more than a max level PC pure caster, even in low level (mines half dragon) or mid level areas (Talassian Mages).

With the dispel cap on effects removed per dispel, its unbalanced, and also doesn't really make RP sense to fight against something with unlimited uncapped capability. Also if those mages can find a way to have that many, then why not the PC mages?

Weave Master/Flaovoured Soul get a CD on all spells after casting a dispel, well any spell.
True Flame - the name given to those with an infinite capacity to empty spell component pouches.

Talassian Mages are high level sorcs, so can cast their Dispel Magic 7 times if they don't cast Fireball, Lightning Bolt or Neg Energy Burst. They also have 7 Greater Spell Breaches (if they don't cast Chain Lightning).

The Half Dragon Sorc is a level 10 sorc, with Dispel Magic and Lesser Dispel, so a total of around 13 casts of dispel abilities if not using those slots for anything else.

That's just what a similar level PC (non weavemaster) would do. The point of having some monsters with lots of dispels/debuffs is game balance; without these sorts of creatures, classes with buffs are just straight up better than classes without them.
