Instead of spawning horses on each reset could there just be a stablemaster? You talk to him and maybe pay some gold and it spawns a horse for you? Maybe like it could be racial focused, so Elven horsemaster gives horses cheaper to none elves, same for humans/dwarves etc

This would fix the issue of there being no horses during times when the server is not reset

We've been meaning to do something like this for some time. Approved.

I believe this is the same as this, and is being worked on. Moving this to 'rejected' just beause of that. Though really this isn't rejected, it's just a duplication of an approved one.
