Set a tag for areas that are neutral or wilderness so people cannot spam entire armies of fixtures.

Set it to be like 3-5 a person.

Consider also making it so people can't place multiple fixtures in quarter areas that are meant to be shared (Manzils, Cordor Commons, and other similar communal living spaces).

We’ve already got fixture limit change capability that we can use at our discretion from a build perspective. We won’t need to introduce anything further.
