Split Create Key from Keyless entry Permission in Factions

Currently in the -factions management options the same permissions is used for allowing players to access a Quarters / Guild Hall, as the permission to create a key

Under -factions
Rank Management
Powers
Shop and Quarter Powers
Permission: Create Key/Keyless Entry

The fact that both of these options together makes the quarter access to faction houses either risky, or an administrative headache (especially where timezones are involved)

Splitting these two options out allows the use of the Keyless entry, whilst giving the ability to restrict creation of keys to other Ranks created within a faction.

Example:
Recruits in the Cordor City Guard could have Keyless Entry, but not able to create keys due to their being an entry level role
Captains can both access the Barracks keylessly, and create keys for Cabinet members / allies who may need access.

The ability to create keys is a risk that will remain with the keyless entry permission. I absolutely agree it would be more convenient as a keyholder, but at the cost of inhibiting baddie/infiltrator RP when it comes to trying to steal or purchase physical key items.

Handing out keys and granting keyless entry should both be different security considerations. Rejected.
