Merge Hide/MS and Spot/Listen

For characters that want to go hide/ms, it is a very heavy skill tax, especially if you're a bard or monk with fewer skill points. Additionally since it's a points game, if you don't want to get spotted you have to max both hide and MS, you can never just invest in one. On the flipside, those seeing you can invest in either spot or listen, with half the skill cost. This skill tax is further worsened by the fact that you have to spend two slots when dweomercrafting to max them out.

Additionally spot is so much better than listen; it sees stealthed creatures better, it pierces disguises, pierces cover among, counters sleight of hand and listen lets you hear things around corners sometimes while still getting sneak attacked. The only benefit to Listen is that it's easier to stack and harder to stack move silently making it more reliable against players.

So this suggestion is to merge Hide/MS into Stealth and Spot/Listen into Perception. This would reduce the skill cost for using an ability to one skill rather than two.

There are some outliers that would need to be tuned:
Amplify: Down to +10 Perception
True Seeing: Down to +10 Perception
Clair/Clair: Remains +10 Perception

Camouflage: Down to +5 Stealth
One with the Land: Remains +4 Stealth

Displacer Beast Hide Armour: To 4 Stealth
Displacer Beast Cloak: To 3 Stealth

Boots of Silence: Removed since redundant

I'm sure there are a few sources that I'm forgetting, but that's the gist of it. This would open up a few more items that are easier to rune, a little easier to stack 'move silently', but also a little easier to stack 'spot'.
