-ward teleport changes

We will file suggestions here that did not make the cut. Don't expect detailed responses, but the most common reasons are:
- implementing the suggestion is impractical, or too much work for the gain
- the suggestion is thematically against our design philosophy
- the suggestion is too detailed/low-level
Keep your suggestions broad and focused on RP benefits, please, not detailed suggestions of how to tweak X class.

-ward teleport changes

Change -ward teleport to be targetable.

Targeting the ground will produce the same typical result of warding an area for a few hours.

Targeting a player will cause the target to be prevented from teleporting for 5-10 minutes. Persists through transitions. Perhaps each level of Abj. Focus can raise a players resistance to this ability, lowering the timer.

This way players have some counterplay to easy teleportation escapes for at least a brief time.

Rejecting this as written, far too powerful and would prevent any sort of escape.

This too shall pass.
