Voice set: no character voice

Since the outage last month everyone's character's voice lines were temporarily bugged and characters were silent. I'd like a voice set in character creation that adds this option - I like that no voice adds that suspension of disbelief where you can imagine what character's sound like when the current voice sets don't quite fit the voice you have in mind for them.

This already exists. Just put in a support ticket for soundset # 182. It's a null soundset with no sounds attached to it.
