Unless I missed it (and I think I checked every npc there), Sibayad could use a speedy messenger.
Is a town settlement with almost every other service, I understand there may not be any interest allowing Quarters there, but speedy could allow many who went there to keep contacting others instead have to return to other town to look for a speedy.
