Voting once per IG year

Maybe it's just me, but I think it's a little goofy that people can go from settlement to settlement, voting in every election. Having each person only able to vote once per game year would block that and make people actually have to think about which they want call home.

It's ironic, but I've been discussing this exact solution recently... and it's likely to happen at some point soon ish.
