Master Runic Tiers by Dweomercrafting Tiers

Runed items increase the chance of success depending on the dweomercrafting tier of the character utilizing it, like so:
* Dweomercrafting Tier 1: +33% chance
* Dweomercrafting Tier 2: +66% chance
* Dweomercrafting Tier 3: +100% chance

But no one (read: hardly anyone) would ever bring their runed item to anything less than a tier 3 dweomercrafter, because that would mean potentially wasting the large investment you put into acquiring the rune. While you could in theory reach 100% on an item where the base chance of success was higher than 5%, those cases are virtually non-existent since there's no good reason to use runes on anything other than items that otherwise would demand a hard 5%.

As such, the increased chance of success that dweomercrafting grants at Tier 1 and Tier 2 is effectively meaningless. But it seems to me that we could change this system to something that's both more meaningful and more inclusive in how it will give more purpose to the myriad of characters that get dweomercrafting tiers for free but might not make it to tier 3.

What I propose is the following:
* Dweomercrafting Tier 1: Grants +100% on items have been supplied a Tier 1 Rune
* Dweomercrafting Tier 2: Grants +100% on items have been supplied a Tier 2 Rune
* Dweomercrafting Tier 3: Grants +100% on items have been supplied a Tier 3 Rune

Thematically this means that dweomercrafters gradually master more complex runes as they increase their skills.
