Have exiles take gold from the treasury per year to keep the character on the exile list or have it when an exile is put in have it set a time limit that the exile is enforced before it's removed from the list and a new exile notice has to be issued.
Quite often people are placed on the list and that's it, they're ignored or forgotten. With the change to the citizenship it would be nice to give a chance to the non-bluff focused characters and give a maintenance aspect to issueing exiles.
