Low area loot drops

I like the idea of low level areas dropping decent loot that a lower level player could use to get coin, but it seems like some of the lower level places are dropping things like Mithril dust a lot more then a higher level place. The downside is you are seeing a lot of epics either simply storm the place or sneak ahead and grab everything. Now epics see chances to simply find a lot of good stuff quickly while the lower people trying to do the place for a writ are finding all the chests empty. I am not complaining about players, I have done that where I have been been near the bloodmoons and decided might as well take a look. But I have noticed the quality of loot in lower places many times seems better then the chests and stuff you find in a higher lvl place.
