Sense motive should be implemented
Reasoning. To easy to abuse other players declare others liars to take advantage of players. I've encountered multiple accounts of difficult rp.
I should not have to put into RP quotes *character does not seem to be lying* or rp some convoluted RP nonsense over what most people can do by simply looking at another player's face, body language, tone of voice ect.
It should be tied into skills or modifiers in some way
It's too easy for others to claim someone is a liar in-game and use that as justification for abuse of another player's character.
I've encountered events in-game where because I disagree with a point of view other character demands that I walk into a circle of evil.
Other characters using perceived lying as justification to undermine or attack other players.

Sense Motive has no place in a game where you're roleplaying almost solely with actual players with their own, dedicated characters. If someone presumes you are a liar, you either likely failed to present a good, established lie, or there's inherent bias against you.

and what happens if they refuse to believe an honest character despite multiple attempts at telling the truth yet refuse to rp it any other way then this person is a liar.

It really feels like you've encountered something you don't like IG. I'd urge you to report it if you feel like it's sketchy, rather than making vaguepost suggestions. I promise the former'll do more.

I've played on servers with sense motive it works fine it decreased issues and awkward rp.

Then you go from there. Produce proof, witnesses, prove in character that you're not the type to be lying. Sense Motive is a dumb "I Win" button which would be a tragedy to see happening in Arelith.

People should just use their best judgement for any given situation.
Try harder! Help set a good example of roleplay for the server culture.
