Feedback on some Shadow Plane entrances / exits

The Shadow Plane sometimes has vampires that stalk people walking through there.
The problem is that they start sneaking around and a distracted/fleeing character might get them to enter in the material plane, in the middle of the [redacted].
It happens from time to time, that a vampire starts killing people (NPCs and PCs) in day broadlight, without even melting to a pile of goo and ashes.
I've seen it happen a few times in the [redacted], as it has an entrance there that Vampire NPCs seem to be able to go through.
Maybe there could be an armed NPC guard/vampire hunter killing the rogue bloodsuckers that wander into [redacted] from time to time?
I think it makes RP sense that if there is a spot where undeads appear from time to time, the Government would post there a counter-measure.
