Bear Size

Not sure if this falls under bugs, feedback or suggestions, but there's something wonky with bear sizes.
The young and regular black bears east of bendir drop big meats and hides, but I just ventured into the hollow pass and the massive grizzly's there only drop medium meat / hides. Shouldn't these drop big ones as well?
