In the toolset, with the creature creator, you're able to make NPCs with special non-PC heads (see also: Kasha Derlson in the Upper District of Cordor!) Thus, you have more freedom with things like hats.

That guy's just a Greyhammer NPC. I really hope he's supposed to have a Witches hat and it wasn't my computer glitching out.

I thought it might be. I got rid of a few overrides to make spell colours work and Kasha's face was. Normal. Sob.
