Uncopiable Documents

Add an option for documents to be unable to be copied. It would allow for some interesting roleplay around document accountability, force rewriting of documents, and generally just be neat.

I think this would be ideal with the introduction of a 'seal' item, which is automatically granted to settlement leaders.
