I would like to suggest that you have 1-2 minutes to use a portal lens once you twist it. Far too many people will go to an area, twist it, and be prepared to teleport to get away from combat. I don't mind them using it but pre-twisting it doesn't allow for anyone to react.
As I recall, we frown upon having the menue up that long anyway, so I think I'm safe in approving this? I'd give it two to three min though, just to be on the safe side. I know I've twisted a lense just to see what portals I have, and then spent a while choosing.

This is something we are looking at working on, but the way it is coded in may take time to unravel 
Its to do with how NWN sees the two types of Dialog.
But Something I have already been in discussion on how to resolve... just not sure how long!
