PGCC: Command or NPC to learn all languages.

As Above,
Presently on the PGCC, when you make a character, if you want to enchant a certain piece of gear with language restricted runes (i.e. eruspar, or fiendish) you cannot currently do so unless you have the language yourself, or there's someone else online who has it.
I would like to propose a command which teaches your character all languages, or an NPC to do the same thing, to get around this issue, please.
