Potential bug with citizen item bank?

I think I may have encountered a bug, or strange mechanic. I used my citizen item bank while someone else was near the counter, and I assume I've managed to access the other players bank by clicking it while they were using it. I removed some items from it assuming they were now in my bank. There were no "checks" made to access it or warning that it may be a theft, apart from a message I noticed afterwards in the combat logging text area saying that "you can only steal one item per 24 hours from a player".

I had no intention of stealing other players items, so I have posted a screenshot of the items I believe were in the bank so they can be returned/removed if possible.

I cannot find any documentation if this is a feature, hence the bug report.

Any time you open a storage container, whether it’s your own or others, you’ll always get the warning.

As for citizen storage, the settlement sets a limit on how much you can store. If someone stores more than what they are allowed, that item becomes an overflow which anyone can see when they open the storage system - as it was not saved. It becomes fair game to be taken.

So if Cordor sets 12 items as the max and you put 14 in, two items will not be saved. And the next person to open it will see two items in there that weren’t there’s but can take.
