I have a ranger/AA, just got his first level of AA. As a ranger, Craft ammunition worked. Now that I have an AA level, I used it four times before I was able to actually create the ammo. Here is some info that might help track down the bug:

I was upstairs in Andunor's hub, by the writ-giver. The three times it didn't work, I had no weapon in my hand, the fourth time I had my bow in my hand. I tried using the quickslot I already had (didn't work), making a new quickslot (didn't work) selecting through the right click menu (didn't work) and using the new quickslot with bow equipped (did work). I had roughly 400 arrows on me, 200 that I had crafted, and 200 that I had looted.

You have to have your bow in hand to make the arrows. The feature is tied with the weapon.
