Assassin Quest System: Location Bug Bhaalspire/Tower

Description
Assassin Quest System Assassination Quests can be assigned to Arelith (Islands) Sencliff (Tower) Cave. Since the area has been updated it is now, Sencliff (Bhaalspire) Cave. Because of this the system does not seem to register you are in the right location and spawn the assassination target.
Steps to reproduce
I have had two contracts at this location so far.
Expected result
NPC target spawns in the correct area.
Actual result
No NPC spawns.

Notes
I am going on memory that the current Bhaalspire area was once called the Tower. I have searched Sencliff extensively to see if I am just missing the area and can not find any other area named Tower.
